one of the battery operated dremmel tools (because you can get all sorts of tips for them all over the place) or even one of the battery operated human pedicure ones that can be obtained at places like walmart... there is no real difference or advantage to ones like the pediPaws one (in fact you have to special order the replacement bands when you run out of the ones that come with them)

dremmel tools are available at most hardware stores like lowes and home depot, or stores like walmart, kmart, sears, meijer... the pedipaws use a sanding drum almost exactly like the sanding drums for the dremmel, the dremmel also has grinding stones and different tips much like the tips used for manicures and pedicures....they're all rotary tools just that the pet ones and the mani/pedi ones have men cutsied up.
Just use a Dremel Tool. I've been using one for 30 years.

Add: You can get them at most home improvement stores such as Home Depot or Lowes. Walmart or K-Mart might sell them, too. We have the cordless, rechargable one. It comes with a nice carrying box and a lot of other attachments to all kinds of uses. I don't remember what I paid for it.
